Nope. It doesn't say "may" - you can't turn off a card's ability just because you don't like it.
I really easy way around this is to run a sac outlet, something like Ashnod's Altar for example.
A great combo for it is Platinum Angel (just in case, but I have never needed it), Venser's Journal, and Never-ending Torment. You get to choose what you mill. To add to the effect, throw in a Jace, Memory Adept and use his 0 ability (Target player puts the top ten cards of his/her library into their graveyard.) Quick and fun mill deck.

In any mill deck I also recommend reigns of power and altar of dementia. It lets you effectively wrath of god their side of the board and mill them for the total power of their creatures for the effort.
