    Nope. Horror of the Dim never has hexproof while not on the battlefield.

    Actually for all creatures hexproof only works while on the battlefield right? So do the other abilities listed on Mwonvuli Beast Tracker? so it will never be able to fetch anything?

    Hexproof doesn't work while it's not on the battlefield, but that doesn't mean it's not there.

    And matter of fact, deathtouch does function while not on the battlefield. As for reach and trample, well, it should be obvious why they only function on the battlefield.

    No, that is [obviously] the wrong way to interpret things. Creatures that have the hexproof keyword ability do always have it. However, like all ([I]Edit: err...most, since Arix pointed out that deathtouch works in places other than the battlefield) static abilities, it doesn't actually function until the creature is on the battlefield (this is why a creature with hexproof can be the target of counterspells while it is on the stack).

    However, creatures with abilities that can give them a keyword ability don't actually have the keyword ability until the activated ability that does that resolves. Further, the Gatherer ruling for Mwonvuli Beast Tracker actually address this:

    7/1/2012: The creature card must have one of the listed abilities, not an ability that grants one of the listed abilities to the creature. For example, you couldn't put Prized Elephant, which has "{G}: Prized Elephant gains trample until end of turn," on top of your library this way.
    In short: no, Wizards did not "drop the ball" here, and the Tracker works exactly as intended.
