It says exactly what you can do with the corpse counters. What part of "Remove a corpse counter from Scavenging Ghoul: Regenerate Scavenging Ghoul." is confusing you?

Oh ok I thought they would also do something else cuz then why did they bother naming them corpse counters they coulda just called them counters

Because no single counter in Magic is just called "counter", if they were, the game would be very, very different and every card that could put counters on things or move counters would need to be banned.
