A creature spell is a spell, sure. However, a creature card that is put directly onto the battlefield by Elvish Piper goes directly from your hand to the battlefield -- it's never on the stack, so it's never a spell. Ergo, it cannot be countered by anything that counters spells..

You could counter the Piper's ability with something like Stifle, but you would have to do so before you know what creature is being put onto the battlefield -- this is because the ability is resolving by the time a creature is chosen, and you can't cast spell or activate abilities while a spell/ability is in the middle of resolving.
