    Sure, as long as the same player controls both. But since hexproof prevents the creature from being targeted by an opponent, you can't exile an opponent's hexproof creature with Oblivion Ring.

    Hexproof, from the Comprehensive Rules:

    702.11b “Hexproof” on a permanent means “This permanent can’t be the target of spells or abilities
    your opponents control.”
    Oblivion Ring's text:

    When Oblivion Ring enters the battlefield, exile another target nonland permanent.

    When Oblivion Ring leaves the battlefield, return the exiled card to the battlefield under its owner's control.
    Oblivion Ring's first triggered ability targets. Since it is indeed an ability that targets, it cannot target an opponent's hexproof creature. As Arix said, it can of course target your own hexproof creature, since you are not your own opponent.
