Default magic the gathering rules: shroud vs own abilites

can a creature with shroud use targetting ability on itself?

for example if Armored Guardian gave itself shroud, can it use its other ability to give itself protection from a color?

No. When it says it can't be the target of spells or abilities, it means it can't be the target of any spells or abilities.

i think a creature should be able to use an ability on itself even if it has protection or shroud because it doesnt make sense that it cant use ability on himself

And it doesn't make sense that a Headless Horseman can wear a Helm of Kaldra, or that you can cast Remove Soul against a Soulless One. But here we are.
