This is a pretty vague question. Which of the three versions of Chandra do you mean?

Anyway, the answer is the same. Planeswalkers are neither creatures or players. However, if you would deal noncombat damage to an opponent, you can redirect that damage to one planeswalker that opponent controls. Does that clear it up for you?

As I said in that link, cards do what they say. Chandra doesn't say anywhere that she can target a planeswalker. Therefore, she can't target a planeswalker.
