    Default magic the gathering rules tap an already tapped creature

    is it legal to tap creature if already tapped when a spell or ability requires you to tap creatures as part of cost?

    No, you can only tap untapped creatures.

    If someone goes to tap their creature you can split second it on the stack and then they will not be able to tap it anymore because split second would overrule it...or perhaps on the stack untap their creature with one spell/ability and then tap it with another spell/ability...? A tweaked Dissension deck would really piss players off in this manner...

    no split second does not prevent you from paying any costs such as taping. by the time you have priority to cast your split second spell the cost will already been payed.

    the second option would not work either because again the cost has already been payed. you would untap the creature and then tap it again but i would do nothing to any ability the taped thier creature for.

    I don't believe anything that anyone says until they fish out a rule and prove it to me. Seeing as your are "Very Rare", why don't you do it? The wording on the Split Second cards really confuse me anyway...

    What sort of ruling are you looking for? The fact is that you can't interrupt someone paying a cost, and once a cost has been paid, it can't be "unpaid" to stop the ability. You don't get priority to do anything in the middle of someone paying a cost. And the split second ability doesn't change how you play the card itself, it only prevents people from responding to it in a certain way.

    Once they put the activated ability on the stack, pay all its costs, do everything else that comes with activating an ability, and then pass priority, you can respond. You can now put something with split second on the stack, but the ability has already been played, so split second does nothing against it.

    This is coming from two very experienced players, at least one of which is a certified judge, refusing to listen to it just because you think otherwise isn't very productive...
