can a immaculate magistrate keep putting counters on a single target?
Yeah. Just curious, any particular reason you think this couldn't work? A couple of things:
1. There is no limit to the number of counters a permanent can have on it. If you end up accumulating too many to physically fit onto the card, then simply use a less-crowded method to represent the counters -- a 20-sided die, for example.
2. Immaculate Magistrate's activated ability can be used on a creature even if it already has +1/+1 counters on it, because nothing in its text says or even implies otherwise.
Of course, keep in mind you can only activate the Magistrate's ability once per turn, unless you have ways of untapping it so you can pay for its cost again within the same turn.
One thing to keep in mind -- you shouldn't call it "countering," because counter used as a verb means something entirely different (ie, using Cancel to counter a spell).
