No. [c]Rummaging Goblin[/c] has an activated ability. Everything to the left of the colon (" : ") is the cost, and [/b] must be paid to get the effect, which is everything to the right of the colon.

If you don't have any cards in your hand, you cannot pay the full cost of the Goblin's ability. It cannot be activated at all unless you can tap Rummaging Goblin and discard a card from your hand.
