    No, for a couple of reasons:

    1. While you can target an artifact or creature that is already tapped, upon resolution the ability won't do anything. That is to say, you can't tap something that's already tapped.

    2. Let's say you were attempting to tap an untapped artifact or creature. Tapping it via Tumble Magnet does not activate any of its activated abilities.

    Why not, you might ask? Simple -- because activated abilities have to be activated. They don't automatically go off whenever the permanent that has the ability is tapped. I think what you're looking for is triggered abilities, which can be identified by starting with the words "when," "whenever," or "at." For example, if you were to use Tumble Magnet's ability on an untapped Fallowsage, it would become tapped, which causes its triggered ability to happen.

    On the other hand, if you use Tumble Magnet to tap Llanowar Elves, you absolutely do not get a green mana into your mana pool. This is because you have to manually choose to activate its ability; the simple act of having it become tapped for some other reason is not the same thing at all.
