if other player has no cards in his hand
and he draws Blessings of Nature and is about to cast it using miracle
can I respond with Funeral Charm forcing him to discard his miracle card?

Yes.

although here:
duress rules instant
someone said that you can respond by casting an instant, and since you can cast miracle spells as though they are instants wouldn't he be able to just cast the blessings since he gets priority after the other player casts funeral charm?
No. Duress is a completely different card. As I said there, once Duress starts resolving, you can't do anything until it completely finishes. But miracle represents, in part, a triggered ability that triggers upon revealing the miracle card. So there is a point in time after the mriacle has been revealed, but before you can actually cast it.
Don't be surprised if two rulings are completely different when they're about two completely different cards.

When you draw a card in Miracle does it even make it to your hand? or what did you mean here when you said it is being cast from a "different zone":
miracle rulings spell countered magic
what zone is Miracle being cast from, the library?
That was actually wrong, you do draw the card and you do cast it from your hand.
That, by the way, is why we don't like answering questions about mechanics that haven't actually been released yet.
