If someone casts Devastation Tide from library using miracle, is it still considered a spell?

also can you counter a spell thats cast with miracle, for example if it was second spell cast that turn can I use second guess?

Yes. Miracle changes a few things about how you cast the spell, but it's still a spell.

Same deal. Miracle changes what you pay for the spell, when you cast it, and where you cast it from. Everything else is the same.
