If its the beginning of the game and I go first

and I draw my 7 cards and the first one is Thunderous Wrath

Will I be able to cast it on my first turn for its miracle cost?

No. You draw your opening hand before the first turn of the game even starts. if you draw a miracle card in your opening hand, then it wasn't the first card you drew that turn - because you didn't draw it during a turn at all.

Also note that if you want to cast a card for its miracle cost, you have to do so immediately upon drawing it - and I thoroughly doubt you have the mana to do so before the game even begins.
