No. Just like any other spell, you need to be able to choose all targets in order to play a counterspell.
The only one that comes to mind that's the exception is Double Negative. Since it says "up to two" target spells, you can choose for it to trget 0 spells, making it legal to play on an empty stack. No idea why you'd want to, but you could.
