    can i use Liliana Vess first ability +1: Target player discards a card if target player has no cards in his hand?

    Yes. The only requirement is that you must target a player - other than that, nothing is necessary for you to play the ability.

    you could even target yourself if you wanted, but yeah even if oposing player has no cards in hand you could target him.

    Otherwise it would have said something like "Target player with at least one card in his hand discards a card"
