    Default Gust Skimmer rules gains flying combat phase magic

    can I give a Gust Skimmer Flying in combat after a non flyer has been assigned to block him so that he becomes unblocked?

    No. Flying (and other evasion abilities) only affects how blockers are declared. Once blockers have been declared, gaining or losing an evasion ability doesn't change anything.
