You can try, but targeting it with Fate Transfer will make you sacrifice it.

what if I stifle the triggered ability? and if that works, would I have to sac the destination creature immediately because of the fate transfer targeting?
You can Stifle the trigger, and that would let you move the counter safely. Once you move the counte,r the ability "disappears" - targeting the new creature won't make you sac it.

No. Once the counter moves or leaves, the ability is gone forever.

Is the ability tied to the original Mannequin counter that was placed on the creature when it was resurrected?
For example, if I move onto the creature a different Mannequin counter, then move the original counter off him, does he have the ability or not?
So you have two creatures with mannequin counters, you move one onto the other, then move the original counter off?
In that case, it still has the ability.
