can I stifle the ability of knowledge pool?

You can try, but that'll just cause it to trigger again and trade the Stifle for another spell.

Really, you'd have to make sure there's a Stifle already imprinted on the Pool, wait for someone to cast a spell, let Knowledge Pool trigger, then cast an instant, let the Pool trigger again, let it resolve, then cast the imprinted Stifle to counter the other Pool trigger.
