Yup. When it says all permanents, it really means it.

Think it is important to note here for others on the forum that other cards that read (Destroy all creatures) do not kill Planeswalkers because they are not considered to be a creature but an additional player (from what I have read here in the forums).
Also why is a planeswalker considered a permanent when other rules consider it to be a player and not a creature?
Uh, no, they're not considered to be players. At all. I mean, unless you want to try getting your opponent's Liliana Vess to split your Fact or Fiction for you...
There are two special rules for planeswalkers that might have given you this impression.
1. You can attack a planeswalker an opponent controls just like you attack an opponent. When you declare attackers, you declare which are heading to your opponent and which are going to the planeswalker. Your opponent can then block as normal.
2. If a source you control would deal noncombat damage to an opponent, you can choose to redirect that damage to a planeswalker they control. What's important to note here is that you never actually target the planeswalker itself, but your opponent.
