depends on something called "rules enforcement level".

the rel states how ridgedly the exact rules are followed. in your normal magic game you have no rel or a rel of 0. that means its up to your opponent if hes ok with you untaping.

on higher rel you would recive a warning for not haveing taken mandatory actions. what exactly happens with the taped creatures after that i do not know. i doubt it has ever happend in a tournament.

If its a casual game then usually the other player should agree to let you untap the creatures because they were supposed to be untapped.

Not sure what happens in a magic tournament though in this type of scenario.

in casual you normally just untap as it is a required action.

In a lower REL event you will be given a warning and play will "rewind" to the untap step then the turn will in essence begin again with you untapping.

In a higher REL event you will be given a game or match (depending on the event and the judge) loss for cheating because you took a card from your library (thinking you were drawing for the turn) while still in your untap step because you couldn't leave it until the required actions had taken place.

I had it happen once in an event I was judging. Player A was at 1 life and knew he was about to die and says go. Player B doesn't untap due to laziness knowing all he has to do for his turn is attack. So he just leaves the attackers tapped, draws a card and declares them as attackers. Player A called the judge over for cheating and we had to issue a game loss to player B for it even though I thought it was purely unsportsmanlike for Player A to do it. In the end player B won the next two games and still got the match but it was a pain all the same.

couldn't you have given B the gameloss and A a warning for general unsportsmen like conduct just to make a point ? wouldnt make a diffrence right there but would gve the proper signal ?

While I felt and to this day feel is was poor sportsmanship to do it, he was technically correct in wanting a rule enforced so I could warn him for wanting to follow the rules.

Though I will say word spread very quickly at the event and he was shunned by most of the people there with several people refusing to even trade with him.

That counts under Game Play Error - Missed Trigger (yes, the draw step draw isn't a triggered ability, but for the purposes of this rule, it's considered to be). In that case, you receive a caution at regular REL or a warning at competitive and professional RELs. In either case, you then immediately "resolve" the "missed trigger" (draw the card), and the game continues from whatever point it was at.
