    Default in magic can I cast Dark Tutelage on opponent's side or only on my side

    can i cast enchantment like Dark Tutelage only on my side or can i cast it on other player?

    Permanent spells you cast always come into play under your control.

    No, it means it'll always come under your control, and therefore affect you only.
