plow under order lands put on top of library question

If I cast plow under

and I put two target lands belonging to an opponent on top of his library

who decides the order of those lands, me or him?

gatherer says:
10/4/2004 The owner decides the order the two lands are stacked there.

but they dont say if they mean the owner of the two lands or the owner of plow under
