    will this combo work:

    Empress Galina
    Mirror Gallery

    The idea is to have the mirror gallery out, and then Empress Galina can start gaining control of ANY permanent

    No. Mirror Gallery just stops the legend rule from applying, it doesn't actually turn anything legendary.

    You may want to invest in some Leyline of Singularity.
