Default magic rulings faq sudden spoiling creature haste in response to attack combat phase

    Sudden spoiling says:

    Sudden spoiling
    instant 1bb
Split second (As long as this spell is on the stack, players can't cast spells or activate abilities that aren't mana abilities.)
Creatures target player controls become 0/2 and lose all abilities until end of turn.

ok so lets say other player play creature with haste, say Goblin Ruinblaster. now it is combat phase.

Can I in response to him declaring the Goblin Ruinblaster as an attacker and tapping him, i play Sudden spoiling? Then the goblin ruinblaster loses the haste and now is affected from summoning sickness and is removed from combat?

or maybe instead of the goblin a better example would be Thraximundar since now it is more important that it is not attacking

You cannot cast anything in response to an attacker being declared.

You can however cast this prior to his combat phase or in the combat phase during the beginning of combat step which occurs before the declare attackers step. If you do the creature will lose haste and be unable to attack as haste is a static ability and one of the steps when being declared as an attacker it checks to see if the creature has been in play under your control since the beginning of your turn or has haste. Since the answer to both of those questions by that point of the turn is no, the creature cannot attack.
