    Default 3 damage to each creature and player mtg shroud player shroud creature affected

    if I play a card like flamebreak that says it deals damage to each creature and each player:

    Are players with shroud affacted?

    Are shrouded creatures effected?

    both are affected. It does damage to each but it does not target. Shroud only stops targeting.
