    Default Declaration of Naught illusion reality split cards magic ruling

    If I play Declaration of Naught which says:

    Declaration of Naught uu
    Enchantment
    As Declaration of Naught comes into play, name a card.
    u: Counter target spell with that name.

    So lets say I want to counter split cards like illusion reality, Do I have to choose only one side (like illusion or reality) or can I count it as one card and counter both?

    there will only ever be one side of a split card on the stack unless someone plays two copys of the same split card.

    on the stack however you can only counter the half that you named:

    708.2. In every zone except the stack, split cards have two sets of characteristics and two converted mana costs. As long as a split card is a spell on the stack, only the characteristics of the half being cast exist. The other half's characteristics are treated as though they didn't exist.

    so can I name the card "Illusion/Reality" for the Declaration of Naught and then be able to counter both the sides whichever other player chooses when he plays it, or do I have to name either "Illusion" or "Reality" and then i will never be able to counter other side

    you can, the rulings says (if you look in gatherer for Declaration of Naught it is sometimes hidden by default so you have to unhide):

    If you want to name a split card, you must name both halves of it. (For example, "Boom // Bust.") You'll then be able to counter either side of that split card (Boom or Bust) if it's cast as a spell.
