so if target player has Aven Mimeomancer in play (W/U Creature) do I deal 2 damage (since it is just one card) or 4 damage (since its counted twice because its white and blue)

Each permanent is counted only once. For example, if the targeted player controls a white creature, a blue enchantment, and a white-blue creature, Chaotic Backlash will deal 6 damage to that player.

if you want to make sure the backlash does a huge amount of damage, try playing it together with Painter's Servant. Name blue or white and the backlash does damage = twice the number of permanents your opponent controls.
