Default MTG Tap to prevent damage to a blocker

After attackers and blockers have been declared, can use a card like Cyclopean Snare to tap an attacker to prevent dmg to the blocker?

no. you cant even do that after attackers are declared, because at that time the attacker will already be declared attacking and in most cases taped. if the attacker has vigilance, taping it after it has been declared as a blocker will not stop it from beeing an attacking creature either. in that case its just a taped attacking creature insted of an untaped one.

After they enter the combat phase but before attackers are declared you could use it to tap a creature which will in turn prevent it from being declared as an attacker.
