you can play a land at anytime when the stack is empty during your main phase (either before or after combat)
if you are however already in your endstep you can not. in casual games the endsetp usualy is when a player says its your turn ^^. its when you discards down to 7 cards resolve end of turn effects etc.
So can you play 2 lands in the same turn (one before combat and one after)?
no you can play 1 land per turn. It can be done any time during your main phase (either one) when the stack is empty.
