Default In Magic tournies can you use cards from previous sets if legal sets also have them?

In Magic tournaments can you use different versions of cards from previous sets if they exist in the legal sets?

For example can I use a basic land from 7th edition in type II tourney?

How about a Revised Howling Mine (Since M10 has it as well)

yes you can. In fact for a very long time the new core sets all had white borders so and there were no foils back then. So the "status" symbol was to play with all black border cards which meant going back to beta for alot of them.

one important thing to note on that toppic is however that you can only play older cards if they are exactly the same. oblivion ring from lorwin after zendikar comes out no problem. grizly bear no. even thoug technicly it does the exact same as runeclaw bear exept for the name but that is a relevant diffrence.
