This is one I'm not sure on because the rules may have changed. Back when I played when you cast a creture or spell and it was counted it was not considered played until it actually successfully made it on the table "into play".
No it does not get played at all
If a spell is countered, it is moved from the stack to its owner's graveyard. It does not resolve, and has no effect. If the spell would create a permanent, it never enters the battlefield.
