Yes a land can be tapped for mana in response to Rishadan's port ability. However, your opponent would have to use it immediately or mana burn.
Thus, if you use Rishadan port to tap a land during his upkeep phase, he wont be able to use that land in his main phase for sorceries or creatures for example.
I think Rishadan Port is a pretty powerful card.
