any counterspell can be played against the spell with split second, if a spellis being played you can always counter unless it says "This card can't be countered" Split second doesn't mean that. Split second is static once it's on the stack, until it's on the stack you can counter.

Well the rules say:
401.1. A card on the stack is a spell. As the first step of being played, the card becomes a spell and goes
on the stack from the zone it was played from (usually the player’s hand). (See rule 217.6, “Stack.”)
414.1. To counter a spell is to move the spell from the stack to its owner’s graveyard. Countering an
ability removes it from the stack. Spells and abilities that are countered don’t resolve and none of
their effects occur.
Thus you cannot counter a card with split second by means of a regular counterspell.
There are other ways to counter but you have to be creative. For example, you can counter a split second spell with Voidmage Apprentice, since turning a card face up is not an action that goes on the stack
