The first thing I do is usually decide on the color of the deck. I think that is the main decision you have to make.

Then you choose what type of deck you want it to be. Do you want it to have a specific theme (for example a sliver deck?) Do you want it to be a fast or a slow and heavy deck? Do you want many creatures?

Another thing you have to decide is how many lands to put there, which will vary depending on the deck you are using.
