what if i use Liliana Vess 1st ability +1: Target player discards a card but target player has no cards?

You can still have the player be the target and use the +1 ability from what I understand about the planeswalkers just like if you mill a target players had for 2 and they only have one card.

The only targeting requirement for Liliana's ability is "target player". As long as they can be targeted, you can target them, regardles sof whether or not the abiltiy would have any effect.

Yes. Adding a counter is the cost to play the ability, it happens before anything else.
