here is what its for:

many times against my friend i would totally dominate the battlefield and the game would end after a couple of turns once he hit 0 life and that would suck because I wanted to make him suffer more die slowly rather then fast.

but now with this I can torture him and get him down to -1000 life and when I feel like it then I can remove this creature on my own when he begs me too so that he loses

yeah i mean its a cheap creature to cast to get a 6/6 with flying and trample (you can get this out as early as 4th round) and the drawback techincally is that it doesnt let you win and others lose but you can easily have removal ready, plus you can turn the drawback into an advantage if you wanted to had fun in the manner i said

Is this good for casual play only or will it also see play in competitive?

I definetly think it will see play in casual, a 6/6 with flying and trample for 4 mana is hella cheap even with that drawback

or if you are playing against a newb you can tell him that this card is like a white platinum angel and that you're the one who cant lose and he is the one who cant win

yeah the drawback is not really a drawback until the point that other player is losing the game, and by that time you are sure to draw a removal card to get rid of the Abyssal Persecutor and win the game

I think Wizards made an interesting card I like those types of cards
