Most reliable way is to buy singles. Don't know if that's the "best" though.

There are sites that sell actual fullsets and playsets of everything I think you can get the entire playset of Worldwake for like 600 bucks.

For the big set of a block, buy about eight boxes and pray they're good ones. Then trade for the cards you still need. Or buy them individually.

For the small sets, buying four boxes should get you very close to a full set, the remainder of which you can either trade for or buy individually.

Why do you want a complete set since most of the cards won't see any play in a deck anyway.

At this point I read the post and if I have seen it answered already in another post I just don't reply since people can just use the search function.

As for card value it's called Google and there are a hundred sites to find out that information on.
