Default how does wizards decide what card is common and what card is uncommon what card rare?

How does wizards decide which cards are common and which cards are uncommon and which ones are rare and which ones are mythic rares? Is it by how powerful the card is or what?

I heard somewhere that the artist of the drawing of the card is factored in too...if he is a really popular artist in the world of MTG cards of something, then that has a small effect on the value of the card too...
