    No. Not only have we had absolutely no indication that they would be, but I thoroughly doubt Wizards would introduce such a radical new change in the second set. The only time they did that was in Onslaught, and even that was a tribal-based set where Slivers could fit in (and there were hints of it besides - see the art of Riptide Replicator, for instance).
