    not quite sure what you mean ... but you have to declare all creatures that you want to attack with simultaniously. declaring here means informing your opponent that these creatures will attack and tapping them for attacking.

    If your question is do you have to announce you are going to make an attack prior to actually declaring the attacker, the answer is technically yes but I know of no one outside the tour that does it.

    When you want to leave your 1st main phase you technically have to announce you are moving to your combat phase. once the stack is empty you go into the combat phase. Once in the combat phase there is a chance to cast spells and abilities before attackers are declared but you just had a chance to do that a couple of seconds ago so it rarely happens. Then attackers are declared.

    In most games, when you want to move on to the combat phase you just say "I'm attacking with..." and that's good enough.
