What's an emblem?

An emblem is basically an enchantment that can't ever go away, ever.

Does it's 3rd ability (the emblem) goes on the stack? Like can it be responded to, or countered wih stifle?

The ability that grants you the emblem is an activated ability that can be responded to/Stifled. The triggered ability of the emblem also uses the stack and can be Stifled.
