is there a difference between "Cycle" and "Block" in magic?

depends on context. if you say something like rath cycle (tempest, stronghold, exodus) or tempest block they are the same. block is usualy used in conjunction with the first set in that block like shards of alara block or zandikar block.

cycle is however also a game mechanic as in cycling 2. i think that could be a reason the the termini cycle is no longer used.
