Yes, when you attack the monster is tapped. But even when someone blocks with a creature the monster is still taped. Like when you use a land its tapped. But some cards like lightning angel doesn't tap, But it still cant attack i think.
yes the angel can attack. on a small side note its not mosters its creatures. in yu-gi-oh its monsters but not in magic.
Creatures can only attack once per turn, unless an effect specifically grants you an extra combat phase.

It can attack once a turn, along with every other creature. The only difference is that it doesn't tap.

Keep it simple:
Tapped creatures cannot attack or block.
Untapped creatures can attack and block.
Attacking causes creatures to tap unless they have Vigilance (Read the reminder text.).
Therefore, creatures with Vigilance can attack on your turn and block on your opponent's turn which gives them an advantage.

I never realized how important this detail was until I started playing MAGIC with my neighbor and his wife about four months ago - despite the fact that they are decent casual players, I still have to remind them not to tap their blocking creatures because they were incorrectly taught to do so...
