Does it work the other way around like if I am attacking with baneslayer angel enchanted by lure can i say the angel is landing to the ground to attack so that all creatures have to block it even those without flying?

No. A creature with flying can only be blocked by creatures with flying or reach, whether you want it to or not.

also the check who can block or not is doen at declare step so if baneslayer angel somehow lose flying after attakers and blockers are declared creatures without flying still couldnt block it that round. same other way if creature without flying gained flying after attackers and blockers are declared then creatures without flying who were blocking it before it gained flying still block it cuz its already declared
