That depends on the circumstances. What kind of activated ability do you want to activate, any specific cards?

In general, you can activate abilities any time you could cast an instant. The only exceptions are planeswalker abilities, and abilities that specifically say otherwise.

Also if you attack with a non-vigilance creature and the ability required tapping, then obviously you can't activate the ability.
