    With what? Something that says "target creature"? No, planeswalkers aren't creatures, and the rules get very upset if you try to use Inside Out on them.

    Something that says "target player"? No, because again, planeswalkers aren't players. They're terrible anyway, they take forever to finish their turn.

    Something that says "target land"? No. That's just stupid and I don't know why you'd even think such a thing.

    Something taht says "target permanent"? Ah, there you go. Planeswalkers, being things that remain in play until removed by the rules or an effect, do count as permanents, and can be targeted as such.
    Fluttershy is best pony.
