    you could name a mana source, forest as an example, as the card for this sure, but it wouldn't do you any good as tapping for mana isn't a spell and doesn't use the stack so you wouldn't be able to counter it.

    declaration of naught says:

    As Declaration of Naught enters the battlefield, name a card.
    U: Counter target spell with the chosen name.

    so you could say "red" but that would not let you counter red spells but rather counter any cards named "red" and as far as I know no such card exists...

    Actually, you couldn't say "Red". You can only name a card that exists in Magic. Just like you can't choose "purple" for something that requires you to choose a colour.

    funny sidenote: in any game where silverbordered cards are allowed you can name pink, grey, brown (and perhaps a few other) when choosing a color due to Water Gun Balloon Game and Avatar of Me
