Primordial Sage but creature spell is countered?

if i have Primordial Sage do i draw a card if i cast creature spell but its countered

Yes. All you have to do is cast the spell, it doesn't matter whether or not it resolves.

is it the same like if i cast Cloudchaser Eagle and its countered can i still destroy target enchantment?

No. Cloudchaser Eagle only triggers if it enters the battlefield, which doesn't happen if it's countered.

but if you cast it doesnt it mean you are playing it to the battlefield

No. Casting it puts it on the stack, and when it ersolves, it enters the battlefield.
