Whenever you have priority and there's a spell on the stack for you to target with it.

When you play a spell, it doesn't just "happen". It has to go on the stack and wait to resolve. In order for that to happen, your opponent has to pass priority to you and give you the chance to respond. Now's your chance to use Counterspell - if you don't, then the spell will resolve and the chance to counter it has passed.

Magic has no concept of "time". As long as you play the counterspell before the spell resolves, you're good.

you can play other stuff befor the counterspell first though. for instance an opponent plays a spell and it goes on the stack. you dont have a counter spell in hand. but you have an instant speed card draw. you can use the card draw and let it resolve (hence drawing cards) and will have the chance to play a counter spell on your opponents spell befor that resolves.

or put more general, after each spell that resolves each player can still do something befor the next spell resolves. that includes putting a new spell on the stack wich will then be the next spell to resolve.
